Jabal Al-Mukabber neighborhood is five kilometers away to the south of the Old City of Jerusalem. It gained a significant importance, as its name was associated with the Caliph Omar ibn Al-Khattab who came to Jerusalem as a conqueror. As he saw the Holy City from the top of the mountain, he praised and glorified the Lord. The mountain was named as Jabal Al-Mukabber.

Jabal Al-Mukabber neighborhood has a total population of 12,000 citizens from Arab As-Sawahreh, and 1,500 from Al-Obeidia. The inhabitants of the neighborhood have a Jerusalem ID card, according to the administrative divisions following the Israeli occupation of Jerusalem in June 1967,

In 1972, some 2,000 dunums were confiscated from the top of the mountain and its southern versants to build the Jewish settlement of 'Armon Hanatsif'. The palace of the British high commissioner, which is currently used as the headquarters of the international emergency forces in the Middle East, is located on the top of the mountain.

The inhabitants of the neighborhood used to receive health care services from the 'Kopat Holim patient's fund clinic' in Damascus Gate, and currently receive these services from the settlement's clinic. In 1994, after opening a number of health centers belonging to 'Kopat Holim', a health care center (Kopat Holim Klalit) was opened in the neighborhood and is run by Dr. Mahmoud Subeih. In 1995, another health care center belonging to 'Kopat Holim Leumit' was opened and is run by Dr. Daoud Al-Obeidi. Despite this, a good number of citizens are still registered in the settlement's clinic due to the good quality services provided compared to other clinics in the neighborhood.

There is no maternity and childhood care center in the neighborhood. As a result, women are forced to register their children in Israeli hospitals and Arab hospitals, such as the Red Crescent Hospital and Al-Maqassed Hospital in Jerusalem to provide maternity and childhood care services to their children.

Vaccination services are not available in the neighborhood. As a result, mothers are forced to take their children to the 'maternity and childhood center' in the Jewish settlement of 'Armon Hanatsif'. They have to endure long distance, not to mention, the hatred and grudge they face whilst walking in the settlement in light of the current political situation and the circle of violence between the Palestinians and Israelis.

Dr. Subeih, who is in charge of the 'Kopat Holim Klalit Health Care Center' in Jabal Al-Mukabber, says, 'We exert huge efforts to develop the center. We signed contracts with doctors in various specialties. Despite this, the number of citizens registered in the center is only 20% of the neighborhood's total population.'

As for child vaccination services, Dr. Subeih said, 'We tried several times with the Municipality to provide these services to children, but the Municipality's reply was always as follows, 'the center that provides vaccination services is close to the neighborhood.' The center in the settlement is meant.

Dr. Subeih confirmed that its center is ready to provide maternity and childhood services if the Municipality pays all the expenses.

As for the services provided by the hospitals to the neighborhood's children, Dr. Subeih replied, 'The pediatrician is available six days a week. The case is referred to the hospital in coordination with the child' family if the case is urgent.'

The quality services provided by the Municipality to the settlement of 'Armon Hanatsif' is much higher than provided to the locals of the neighborhood, including health services, streets, street lighting, maintenance of roads, although the Arnona tax is equal.

Despite the fact that the 'maternity and childhood center' in the settlement provides all services necessary to pregnant women and newly born babies, they prefer to have a center inside the neighborhood, particularly inside the 'Kopat Holim Klalit' center, run by Dr. Subeih.

Thirty-eight-year-old Yusra Abu Al-Assal said, 'I vaccinated my five children at the 'maternity and childhood center' in the settlement, because it is the only center available. Mothers are forced to go to the settlement, as there is no other alternative in the neighborhood.'

Khawlah Eweisat confirms the importance of having 'maternity and childhood center' in the neighborhood, especially in light of the current difficult political situation.
