The Denial of Rights of East Jerusalem Residents
Research Activities Research Arnona tax JCSER made on overview of the small business retail sector in East Jerusalem, which used to form the spinal cord of the Palestinian economy in Jerusalem but which has suffered enormously from the closure imposed on the city and the discriminatory Arnona tax system.
In 1998, a research was conducted on the business activities inside the East Jerusalem municipal borders. These findings will be updated during the coming period and put online as soon as they are available.
JCSER’s researchers also investigated how many shops closed in the Old City since the outbreak of the Second Intifada in spring 2001. Conclusions will be available soon.
Furthermore, JCSER is preparing a study to compare the economic situation between West and East Jerusalem.
These research results are used in JCSER’s Arnona tax petition. Social security Recently, JCSER won its petition to use the Arabic language during investigations of the National Insurance Institute. During the coming period, JCSER will start a research on the effects of these investigations, which used to be carried out in the Hebrew language only. JCSER will follow up the cases of people who were disadvantaged and lost their rights because of this. Interior Ministry & National Insurance JCSER conducted an investigation on the waiting facilities at these offices in East Jerusalem in comparison to the ones in West Jerusalem. The outcomes are used in the petition against the Interior Ministry and might be used in a same sort of petition against the National Insurance Institute. Illegal building Currently, JCSER is conducting a study on the Local Affairs Court’s decisions issued concerning ‘unlicensed’ construction in East and West Jerusalem. With this study JCSER will try to visualize and to collect proof that the Israeli authorities discriminate between Palestinian and Jewish Jerusalemites with regard to the frequency and degree of the measures taken against illegal building. Conclusions are expected in the beginning of 2002. Closures and checkpoints in and around Jerusaem JCSER is about to start a research on the closure and checkpoints in and around East Jerusalem. This study aims to give an overview of the impact of closure and checkpoints on East Jerusalem and its residents since the outbreak of the Intifada in September 2000 in relation to which these violate international law and conventions (the right to freedom of movement; the right to work; the right to education; the right to health care; and the social, cultural and economic impact).
